January 22, February 26, March 26, April 23, May 21, June 25, July 23, August 27, September 24, October 22, November 19, December 17. ACTION REQUESTED: Approve the Central Area Neighborhood Development Organization (CANDO) as NRP's resident participation organization and neighborhood action plan implementation contractor for the Central neighborhood. Download the Related Staff Report ACTION TAKEN: [NRP / PR#2006-13] Moved: Robert Lilligren / Seconded: Debbie Evans RESOLVED, That the Minneapolis Neighborhood Revitalization Program (NRP) Policy Board ("Board") has received and reviewed the request of the Central Area Neighborhood Development Organization (CANDO) to serve as NRP's resident participation organization for the Central neighborhood; RESOLVED FURTHER, That CANDO has committed to implementing the Central neighborhood action plan approved by the neighborhood and this Board in a manner consistent with the rules, policies and guidelines of NRP; RESOLVED FURTHER, That NRP staff will monitor the activities of CANDO to ensure that it carries out its resident involvement and neighborhood action plan implementation activities in a responsible, fair, inclusive and fiscally sound manner; RESOLVED FURTHER, That the Board recognizes CANDO as the resident participation organization and the contracting agent for NRP activities in the Central neighborhood of Minneapolis; RESOLVED FURTHER, That the Board directs the NRP staff to initiate recovery, to the extent possible and cost effective, of previously provided funds or advances from the assets of CNIA and terminate any remaining NRP relationships with CNIA. ACTION REQUESTED: Amend the contract for Harrison's COPSIRF funds to extend the time of performance from August 31, 2006 to July 31, 2007 Download the Related Staff Report ACTION TAKEN: [NRP / FR#2006-16] Moved: Dorothy Titus / Seconded: Debbie Evans RESOLVED, That the Minneapolis Neighborhood Revitalization Program (NRP) Policy Board extends the approval granted May 23, 2005 that reserves up to $120,000 from the previously approved COPSIRF program of the Board for expenditure in the Harrison, Willard Hay and Near North neighborhoods in accordance with the MOU adopted by the neighborhoods and 4th precinct in 2005; RESOLVED FURTHER, That the time of performance for expenditures from this reservation shall be September 1, 2006 through August 31, 2007; RESOLVED FURTHER, That the amount expended shall be limited to the unexpended balance of $ 47,148 from the Harrison and Near North Public Safety Reserve NRP contracts (C1407); RESOLVED FURTHER, That there shall be no further extensions in the time of performance for expending these funds and that any unexpended balance that remains on August 1, 2007 shall be reallocated to the NRP administrative contingency fund; and RESOLVED FURTHER, That NRP staff are directed to take the appropriate measures to either amend and extend the existing contract or execute a new contract to expend the funds in accordance with the MOU executed previously between the neighborhoods and the 4th precinct. Download the Related Staff Report ADDITIONAL ACTION TAKEN: [NRP / PR#2006-14] Moved: Jeffrey Strand / Seconded: Ken Kelash WHEREAS, on November 9, 2006 the Minneapolis City Coordinator provided individual Minneapolis Neighborhood Revitalization Program (NRP) Policy Board ("Board") members with a copy of the "Community Engagement Report" prepared for the City Council which has been officially received by the Board on November 20, 2006; and WHEREAS, the Board believes that empowerment of the neighborhood residents of Minneapolis improves the City's quality of life and has been a major positive program outcome of NRP, and that true empowerment occurs when residents have the opportunity to develop action plans to address neighborhood priorities and allocate resources to implement those action plans; therefore BE IT RESOLVED, that the Minneapolis Neighborhood Revitalization Program (NRP) Policy Board ("Board") directs the NRP Director to organize and conduct a series of inclusive and open public meetings that are geographically coordinated and cover all neighborhoods in the City to gather input and feedback from neighborhood residents and NRP neighborhood organizations concerning the "Community Engagement Report", NRP, citizen participation, and community engagement; and BE IT FURTHER RESOLVED, that the NRP Director shall provide staff support to the community meetings to ensure inclusive and open sessions where residents and neighborhoods can be heard; and BE IT FINALLY RESOLVED that the Director shall prepare and provide a summary of findings and recommendations from the neighborhood meetings for the March 2007 Board meeting.
