  Bob Miller recommended amending this policy, which was originally adopted on September 19, 1994, to bring it into compliance with current understanding and practice that staff time used to develop, plan, implement, administer or monitor NRP funded housing or housing related programs, projects, services or activities should be defined as a direct expense to those programs. Byron Laher moved and Ken Kelash seconded that this amended policy be sent to the neighborhoods for their 45-day review and comment before further action is taken on amending this policy.
